Tow Rope is missing!

okay the search function here just chewed on 'tow rope', so sorry if im covering an old issue, but...

the first time walking into the core room, before i talk to curly, theres no tow rope anywhere. its not in the lower left hand corner of the room, i checked there.

is there some trigger i didnt trip?

also, in a rare two parter, i already accepted the booster v0.8.
can i still get booster 2.0, or do i have to start back over?

On accepting the Booster v0.8, you can no longer get the tow rope, the Booster 2.0, or the best ending.

Sorry, Ivan. You gotta start over. Only this time ignore Booster. If you notice the teleporter from before, he'll fix it and find you later.

It's actually in the lower right if I recall.

Confirmed. It is in the lower right. To make sure, when you enter the core, don't talk to anyone just go to the lower right and you will see something shiny.
