Why isn't there any yet?
It's not that hard, all you need to do is steal some art and use it as Quote's facepic. Then edit the texts and cram Quote's dialogue into them.

I might make one, but I don't know how to use Sue's workshop.

Cave Story - talking Quote

I guess I'll make this mod myself since it's just text edits, I might even don't have to give Quote a face pic

The only problem is Quote's personality, but I'll make him sound like Megaman because they're both high-moral robots.(Not counting the part he left Curly to drown)

Development:
Zero, because I'm going on a hiatus soon, but I'll think of the dialogs.

That would be interesting. Having everyone be completely silent would have a much more foreboding mood, especially if it wasn't even implied that hey talked.
