i have installed the latest update and i still can't play cave story on my psp

You need custom firmware in order to run it. Upgrading the official firmware on your PSP is counter-productive since it makes installing custom firmware even harder to do.
I would suggest that you search the net for information on downgrading your firmware to 1.50 and installing custom firmware.

It don't have to be 1.5
Other versions work fine too, these days.
