So I've gone over the whole two threads discussing modding for the psp. I'm no programming savy expert, so please bear with me.
Any of the csz tools I try to run spit out a "0x000007b" error at me, forcing them to close. I've tried the Linux based tools too, but all the links are long dead.
I know that this subject may have lost popularity a good, four years ago, and was never really all that popular to begin with, but if anyone could assist me, I'd appreciate it.

Is this during packing or extracting data files?
Which exe file are you running?
Is the exe in the same directory as the eboot when you run it?
Can I see a screenshot of the issue?

Thanks for the reply!

During both packing and extracting
Every exe spews out this error (I've tried running them in the given orders)
Yes, see in screenshots.

Anybody know a solution?

Have you tried running it with admin permissions in compatibility mode? Right-click on the .exe or .bat file, select "properties" and then open the compatibility tab.

Though I have windows 7 and it works fine, so I can't really reproduce the issue in order to debug it.

EDIT: Try installing this and let me know if it fixes the issue for you:

Hey, thanks for the reply; I already had this specific package installed, so I tried uninstalling and reinstalling to no prevail. Would uninstalling newer packages make any difference? (2012, 2013, etc.)
