now, if I was really cruel, I'd say "how do I lower the volume of your mom", but since I'm not, I will not.
The truth is, I don't really know, I've always just used the desktop sound controls.

I think changing the volume on your computer is the only way.

Pfft, it has nothing to do with you not being cruel, it's just you already figured out how to lower the volume on his/her mom a long time ago!

And grammar fail, it's "if I were cruel" sorry that's just a random irrational pet-peeve of mine...

At the risk of repeating something that may've already been posted...

If you have the speaker icon in your System Tray (In the bottom right corner of the screen), Double-Click it to open the Volume Control window. After it's opened, try moving the slider on the "Wave" bar down. This affects both the in-game music & sounds simultaneously, as well as decreases volume playback from WAV files from other sources (Such as Windows notification sounds... Yes, even Vistas use WAVs when making the navigation click & even the shutdown sound, unless I'm mistaken).

If Wave is not present in Volume Control-
Click on Options toward the upper left corner of the window, then click Properties. Afterwards, click the empty checkbox next to Wave & click OK after it's checked. It should be listed now.
Alternatively, if you can play a WAV file in Windows Media Player, move the volume slider towards the left. For some reason, WMP has the ability to change your volume settings like that...

Actually, I'm pretty sure the wave setting doesn't affect just wav files, it affects any kind of audio that doesn't fall into any of the other categories in the volume control (namely SW Synth (midi (nested parenthesis ftw)) and CD Audio) including mp3 files, wma files, ogg files, what-have-you.
