It's really a question on how much XP you give your missiles (which is the main priority). Would you really sacrifice the 'free' XP from B1F to get a Lv3 bubbler in the second room? (Any damage will reset it to Lv2, as well, efficently rendering the usefulness gone).

IndiVolume 3.7 should do the trick. No, but seriously: if you turn off the "VAWE" volume, Cave Story be mute. But you cannot listen to any music that uses the vawemapper (VAW, MP3). So you'd need to go for MIDI files or anything that uses the internal synth, or listen to music directly from a CD.
