    Not really an issue, but can you run the steam version Of CS+ without steam?

    "steam_api.dll", the crux of the entire Steam system. Any game which is even vaguely sensible needs to do a SHA-2 hash of that thing and enable anti-piracy features if it's wrong... (Better yet, statically link it.)

    Hmm, physical media, physical media... How about SRAM cartridges? If you get enough, you should be able to get decent quality. Battery-back them so that you don't lose all the data, and then you could have music cartridges! That could be fun. As for playing them back, that may be more difficult...
