Thinking about it, it is probably a section of the kingdom ballos ruled. Jenka must have just grabbed whatever he was standing on to make the floating island, not wasting any time since he was busy slaughtering his own people at the time. And also, the magic probably sustained him for centuries...

Actually does anyone know what they are saying in it, i don't understand Japanese. And I do very much believe it should span 3-6 episodes rather than be a movie, since you would not be able to fit cave story in just 2 hours. Movies tend to cut out or change a lot of stuff to fit it in that...
