If you use Booster's Lab, it's hacking tool should come with a thingy that lets you edit some of the weapons' features, including damage and (indirectly) range. If you want to create and import (or export) sounds, you can use this.

Armsitem.tsc contains inventory tsc (mostly the items' names and descriptions), both regular items and weapons fall under this. They don't actually edit how the weapons work.

You're basicly asking someone to make a "semi-reasonable looking" character for you. But I doubt anybody will know WHAT kinda character you want, and you can't just make a character for something you don't know anything about.

I assume you want to use somethng that lets the player look different (like in switching characters). Using <EQ+0064 and <EQ-0064, you can switch between the mimiga mask sprites and normal sprites in the mychar.bmp file. If you want more characters, you have to use the <MIM hack.

Is there an actually good miiverse community? As for the worrisome side of the fanbase; it's pretty easy to just ignore it. It's not like they personally contact you for it all the time. Unless you hang around at communities that are bad in the first place. Feel free to prove me wrong though.
