Yes, the Waterway is reallllly unfinished. However there are two suspicious Shore exits(both underwater) that are blocked, so the Waterway is probably there. Shore can be entered through the Tree, at the very end. Hey, you can expect a LOT from a phone- Just not a Huawei Ascend II. :p
