Err, that link just downloads the executable. Not the altered maps, spritesheets, and scripts. You need to stick the entire folder it was contained in in a zip file in order for us to actually be able to play something besides the original Cave Story.

When I said she "created" the mimigas, I meant "She turned some people into mimigas permanently, and those were the first ones". You're right that, now that I think of it, it'd make sense if the flowers came first, from Ballos, and everything else she did was an attempt to harness their power.
