I think this might be what you're looking for. https://github.com/zxyacb/ntlea/releases I haven't used this myself, but it should allow you to get programs to run thinking they are under a certain locale that isn't your actual one so you don't have to change the entire system.

If it's been ported to PSP there's almost a 100% chance you can port it to CS Switch. Edit: not that I'd ever recommend porting to CS switch over CSE2E Switch unless you REALLY want the water stuff and the other misc things.
