That would make sense, if the %'s in the screenshot I posted added up to 200. But they don't, they add up to 170 instead. This is because a voter can pick "up to 2" entries, that is, a voter is not forced to use all 2 of their votes, they can only use 1. I find the system rather unintuitive.
