Maybe not in the current Cave Story engine. (Who knows, some ingenious modder may one day accomplish this task), but it is possible with a custom-made engine, so long as the basic mechanics of Cave Story are still intact with in the game.

If you want the original sprites, you can always find them somewhere online... Spriter's resource, these forums (maybe) and some other notable sites have plenty of those.

Well all the new sound effects are all new, but not all are necessarily fresh. I dunno really, the jumping sound effect and the exp bouncing sound effect kinda grind on my ears. Also I like the humor-ish direction this mod is going in. Some things I found: Is this mod canon?

If I remember correctly, I believe Last Cave 2 was the last cave most people who achieve the best ending (ie: completionists) go through. The normal Last Cave is pretty similar in terms of level themes and enemies, but it has level design more suited to players who don't have the Booster 2.0...
