I'd honestly have to disagree, we don't need boundary breaking mods, we need engaging mods that entertain the player via good stories, gameplay and/or pixel art. (preferably all three at the same time!) When we have a plethora of these then we might be able to think about expanding beyond this.
Off the top of my head I can only think of a few games that fill this criteria, and that's not a good thing. The part that needs the most improvement overall is good game design. Who cares if you can put pngs in your game; they've been doing it in flash games for like 2 decades almost.
Having a ton of options can also detract from the important fundamentals of game design; and when attention is drawn away from making a game fun; well you've totally lost the point at this stage.
