I had to pass in signatures for a grade in a few classes.

I remember back in high school, having your parents sign your syllabus was required to get a grade. It's almost as if the staff distrusts their students even below the default 0 trust from the beginning of the year.

Not really though, I have a good amount of trust from my teachers, the syllabus is really more of those silly legal issue baloney. (My signatures {And parents} were for a syllabus btw)

I guess it's different in other schools. My high school's close to several ghetto neighborhoods, and many students who do poorly there are likely from those areas.
