How do I even begin to start building a new Computer? The one I have is so 2008 so I'm starting from scratch.

I want something that can do heavy video editing and I have $1600 to spare.

For video editing? I want to do some fairly extensive effects and such.

unless you are getting paid large sums of money to edit these videos, which you are not, then it is probably overkill

you probably won't need 20 GB of ram as well, for the same reason noxid said
