よ is like a "!" and です is a polite way to end a sentance, then I can throw another particle after the です Yes I know it's improper, but it's still c00l.
No, you can't do that. You can't have the よ before the desu, or else you're changing the word. ですよね would've been appropriate, but "flair" characters should never appear before the です/だ.
If you're going to be a weaboo at least do it right, jeez.
