Its fine. IGN refers to in game name, but i found that out through the skin. Anyways, I like the skin, but it's a bit crowded, and some things are out of scale, which should be an easy fix. I made a few edits to the skin myself, and its a bit less crowded. I tried saving and then double-clicked it, but it seemed to be the default skin. I tried opening the OSK file with 7-zip, and inside there's the actual Cave Story game. Did you accidentally give a wrong download link? Sorry for the trouble.

Nice! I like the transparent style. One question, though: Where exactly is the menu-background.jpg graphic used? I'm curious because I haven't seen it in-game yet.
