Debes tener VS Code instalado y luego instalar la extension de tsc para poder editar dichos archivos (Debes tener Windows 10 x64 o superior para usar VS Code. Mi pc es mala y le funciona bien) Nota: Si no puedes usar VS Code puedes hacer un fork del proyecto en Github y editarlo desde la web.
