It has to be the Cthulthu. They appear so many times in Cave story and by having a face pic it couldn't have given us a better hint to who the cthulthu are. But a proper character - the hermit

I always imagined the guy that gives you the nemesis to have an incredibly manly face.
This is an interesting question. There were many important faceless characters, but their significance quickly faded away as the game progressed (like King). The way I see it, a character who comes up both in the beginning and the end should get the vote. In this case, the lonely Hermit.
I agree with Kick-Ass, it's Cthulhu. You talk to them quite a few times, and the one looking after Curly is pretty important to the story. Plus you can't tell what his face is supposed to look like.
The Cthulthu tell you so much information about the island and about the power of the demon crown etc... I guess the only problem with doing a face picture of them is that they could each be different? Lots of people seem to say that they are human so then they would all look slightly different right? But not having a facepic of them, I guess, just adds to the mysterious where-abouts. (Edit: Oh Pigaro said that as well)
