Misery = Mimiga

Misery can transform humans into mimigas, right? So can't Misery tranform herself into a mimiga, then go to Mimiga Village and open her own donut shop? She would invite every mimiga inside and then teleport them to Doctor's Table.

You forget, the mimiga only eat fish and flowers. Yamashit farm has momopoly over the flowers, and Kanpachi has monopoly over the fish

 

They were already sketchy about sue, having another new mimiga show up would make them very suspicious and wouldn't be a very good strategy
That being said, pretty sure misery could have captured them any time she wanted, but she was busy locating the red flowers (the whole point to capturing the mimigas in the first place)
