Personally, I use UnFreez, I lost the link to it though. It animates GIF files, so make the different frames (in .gif format, saving as a gif in Paint fucks the sprite up, so I use a program called GiFFy to convert my 24-Bitmaps into GIFs) and drag them into the UnFreez window.

I think Irfan View works too.
And teh Gimp, if you don't mind a linux-style window set and manually entering timing values into each layer...

I've tried converting BMPs to GIFs using Irfanview, but it adds tiny little pixel spots sometimes.
Use GiFFy, I don't have a link to it, try searching for it.
I could never figure out GIMP
I only know how to use brushes. The rest? I don't know how to use them at all. >:

If you send me a series of BMP/JPEG stills (ie. frames of the animation), I can compile them into an animated GIF using (Le Gasp!) Macromedia Flash MX.
