There are a few creative ways to add difficulty to a mod while still allowing the player to enjoy it. A mod I played a while ago, Iron Bird Story, had a level whose main obstacle was simple wind currents. Sometimes you'd have to move back and forth to pass through several separate currents...

I don't see how reducing the number of save points would make it harder for "cheaters." If someone wanted to cheat, they could just give themselves an obscene amount of health and other things to make the challenge a breeze. All you would be doing is hurting the innocent player.
